District Disaster Management Committee [DDMC]: The district has a Special Committee called the District Disaster Management Committee (DDMC) to decide preparedness and response measures as well as to evolve a response plan at the district level. It also decides the programme implementation process down the line i.e. grass root. It ropes in members from important line departments, CBOs, NGOs, Red Cross, NYK, Sr. Citizens, academician, volunteers etc.
Provision for DMT [Disaster Management Team] Training: District Master Trainers organizes sectors wise training for the members of district management team on disaster management and special skills for emergency response to provide necessary support and training to the Disaster Management Teams at block and other levels.

            Mock drills: Mock drill is organized at district level as well as at Block, GP, ULBs and Village Level considering the response plan at each level.

The above mechanism are followed at Block, GP and village level.

  • Specialized training to the DMTs i.e. the different DM teams formed such as early warning, Shelter Management, First Aid and Health, Rescue and Evacuation, Carcass disposal, Damage Assessment, Counseling Group and the Patrolling group. Specific training on first aid and Health, rescue and evacuation would be organized at the centrally located villages for a cluster of villages.

 

Strategies adopted for Disaster Risk Reduction Activities

Disaster Preparedness in Nagaon district under the Assam State Disaster Management Authority (ASDMA) on Disaster Risk Management Programme has been organized. Efforts have been made to sensitize and educate the people at the grassroots as well as for Govt. Officials, PRIs (Performance Review Institute) and NGOs. The collective effort made by Govt. officials and the people is showing positive results in terms of preparedness and awareness about disaster risk management.   The strategies adopted are-

  • Sensitization of Govt. Officials, NGOs and general people on disaster preparedness.
  •  Formation of Disaster Management (DM) Committees at District, Block, Gaon Panchayat and Village level.
  • Formation of DM teams at District, Block, Gaon Panchayat and Village level.
  • Orientation / training conducted for DM Committees, DM Teams.
  • Volunteers trained up on planning and training aspects on disaster preparedness.
Publicity for raising awareness and to facilitate people’s participation through, all India Radio Nagaon, local Cable operators, News paper, postering, IEC materials including, DOs & DON’Ts on Flood, Earthquake etc.

 

Special Thrust Areas:

    • Disaster Preparedness facilitated at Schools and Colleges.
    • Mock Drills and demonstration programmes conducted throughout the district with the help of trained volunteers and line departments like civil defence, fire services, medical and police administration.
    • Documentary shows held at different places for raising public awareness.
    • Hoarding placed at Public places. 
    • Women participation encouraged in disaster preparedness and planning activities.
    • Resource inventory list created.
    • Teachers training conducted.
    • Mason training on earthquake resistant structures conducted.

 

Disaster Preparedness/Mitigation Aspects

            Nagaon district of Assam too has followed the dynamic change in approach for disaster management activities. The district having been identified as one of the multi-hazard prone districts of Assam by the Govt.  A community based disaster management programme has been implemented in the district under the aegis Assam State Disaster Management Authority.

 

Mock Drill

Based on the Disaster Management Plan, the villagers carry out mock drill which helps the villagers to have a greater clarity on the roles and responsibility assigned to each member of the team As suggested by the CBDRM (community based disaster management) programme the district administration is trying to establish an organized system of disaster management with the help of the existing administrative mechanism with more involvement of community and the social organizations like NGOs & CBOs.
In view of the above, the District administration is facilitating generation of mass awareness for effective response by the vulnerable community, teaching them how to fight against natural calamity and minimize probable loss etc.

 

Education Awareness, Planning and Capacity Building

 

 

The district has applied the following approach for disaster preparedness.
 

Education Awareness, Planning and Capacity Building at Villages, Gram Panchayats, Development Blocks , Urban bodies, educational institutions, line departments etc. It informs about meaning & type’s disaster, meaning of Risk, vulnerability, hazard, and preparedness, Dos & Don’ts of various probable Disasters etc. It also seeks to train various stakeholders on       important aspects like-Search and rescue, Emergency first aid and disposal order etc.
